HPARB

The Health Professions Appeal and Review Board (HPARB) is the independent Ontario tribunal that reviews certain decisions of the complaints committees of the health regulatory colleges, including the College of Physicians and Surgeons of Ontario. A complainant or the physician who is dissatisfied with the disposition of a complaint by the Inquiries, Complaints and Reports Committee may seek a review by HPARB.

On review, HPARB assesses whether the College’s investigation was adequate and whether its decision was reasonable. It can confirm the decision or send the matter back to the committee for further investigation or reconsideration. HPARB does not conduct discipline hearings and does not award compensation; its role is to oversee the fairness and reasonableness of the complaints process. Its function is therefore distinct both from the discipline tribunal and from civil litigation.
